Reaching agreements in the EU is easy. Sticking to the agreements is hard...Remember the Stability Pact? Deficits limited to 3% of GDP? How'd that work out for you? EUR/USD sits at 1.3895, just below session highs of 1.3898. The 50% retracement of the 1.4035/1.3852 decline.
